Q: Can you please clarify why the safety instructions are so concerning?

There are small pieces that can be swallowed I suppose. It’s just glitter and food colouring really that you add water to. My 5 year old absolutely loves it.

Q: What size are the potion bottles please? I am looking for ones to use in my 1:12 doll house so they can't be more than one inch in height. Thank you.

is ok, pls don't worry, this kit for kids ages 6+. (We have passed the EN71 toy test and the laboratory believes that children over 6 years old can use it.)
