Q: what are the inside leg measurements please

I'm 5ft 3inch and they are a little long on me when wearing flat shoes. I would say they are 29-30 leg. hope that helps.

I wear them in nhs, but they're very thin material, more like a dress trouser

No, not fleece, they are lightweight and thinner than fleece. I just wear them around the house like pyjamas in Summer.

I'm a size 16 too and bought L instead of XL. Like you I was hesitant in ordering but I'm glad I went with my first thought. I think you should be more than fine with L. Hope that helps.
